100% of gov’t agencies upload FOI manuals

MANILA — The Presidential Communications Operations Office (PCOO) on Wednesday announced that 100 percent of state agencies have complied with the Freedom of Information (FOI) requirements for the grant of performance-based bonus (PBB).

A total of 189 national government agencies (NGAs) under the executive branch have uploaded their Freedom of Information (FOI) manuals through their “transparency seal” pages.

Executive Order No. 2 series 2016 provides that all government agencies under the executive branch are required to issue its own FOI People’s Manual, which is also considered a criteria for good governance conditions aligned with empowering citizens with access to government information.

Aside from the 189 agencies, 94 out of 144 government-owned-and/or-controlled corporations, 89 out of 113 state universities and colleges, and 146 out of 441 local water districts have uploaded their manuals.

The publication of the manuals through the Transparency Seal is an initiative of the Inter-Agency Task Force on the Harmonization of National Government Performance Monitoring, Information and Reporting Systems – -a group mandated to harmonize the national government performance monitoring and information system to raise transparency and accountability in governance through Administrative Order No. 25 s. 2011.

Non-compliance with any of the good governance conditions will render the entire agency ineligible for the PBB.
