3 charged for dumping decomposing chicken parts in Bataan

ABUCAY, Bataan — Police on Thursday filed a case against a sub-contractor and his two men for dumping plastic bags allegedly containing decomposing chicken parts in a private lot here.

Senior Inspector Jennifer Cruz, Abucay police chief, said those caught Wednesday afternoon in the act of dumping waste materials from an Isuzu truck in Barangay Mabatang were sub-contractor Cecilio Punzalan, 71, of Mariveles town; and two helpers, Reynaldo Apollo, 47 and Delfin delos Santos, 36; both from Hermosa town, all in this province.

Cruz said the sub-contractor admitted that the wastes came from a big poultry farm producing dressed chickens in Hermosa.

“The truck with an indicated name of the poultry farm contained decomposing with foul odor chicken parts,” the chief of police said, adding the dumping of such wastes should not be done due to its bad effect to the environment.

Leo Manrique, Abucay Sangguniang Bayan secretary, said the local government unit filed a case for violation of Republic Act 9003 or the Ecological Solid Waste Management Act of 2000 against the suspects.

“The penalty is just minimal. However, the Abucay LGU should show its seriousness so that violators of environmental laws be punished,” he said.

Manrique was authorized by the Abucay SB and Mayor Liberato Santiago, Jr. to file civil and criminal complaints against persons in violation of laws and ordinances in behalf of the LGU.

He said that they saw no violation from the poultry farm that has a contract with the sub-contractor to dispose of the company’s waste materials.

“But, disposing of wastes should not be done anywhere. It is the sub-contractor that dumped wastes in private property,” Manrique said.

The private lot was only about 100 meters from the Roman Highway.
