The Department of the Interior and Local Government (DILG) has so far administered a total of 1,606 completed local road projects in support of President Duterte’s Build, Build, Build program.
The completed road projects were carried out under the Konkreto at Ayos na Lansangan ang Daan Tungo sa Pangkalahatang Kaunlaran (KALSADA) which transitioned to Conditional Matching Grant to Provinces (CMGP) for Road Repair, Rehabilitation, and Improvement in 2017; and Bottom-up Budgeting (BuB)-Local Access Program under the DILG’s Office of Project Development Services (OPDS).
“The DILG is 100 percent behind the President in building key government infrastructure to propel economic growth. We are proud to say that the completed core local roads all over the country has improved the connectivity of inner barangays to the places of economic convergence in their respective localities,” DILG Undersecretary Austere A. Panadero says.
During this second State of the Nation Address (SONA), President Duterte said that the administration is targeting to increase government spending on infrastructure from five percent of the Gross Domestic Product (GDP) to seven percent GDP by 2022, amounting to a total of eight to nine trillion pesos or 160 to 180 billion dollars.
Duterte said, “We will make the next few years the “Golden Age of Infrastructure” in the Philippines to enhance our mobility and connectivity, and thereby spur development growth equitable in the country. In other words, we are going to Build, Build, and Build.”
BuB-Local Access: 675 completed projects
According to the DILG, there are 675 completed local road projects under the BuB-Local Access program.
BuB-Local Access is one of the components under the BuB program which include capacity development and assistance for local government units (LGUs) in the construction of core local roads and bridges.
This P559.94 million program covers 684 projects across 12 cities and 181 municipalities in 65 provinces across the country.
KALSADA: 106 Completed projects
Meanwhile, total of 106 out of 208 KALSADA projects for FY 2016 have been completed. These completed projects have an aggregate total of 354.72 km upgraded provincial roads nationwide.
The DILG’s new program, CMGP now has 36 on-going projects, 35 projects on procurement stage; and 126 projects on pre-procurement stage.
Both KALSADA and CMGP are managed by the OPDS CMGP Project Management Office. Both are partnership programs between the DILG and the Department of Budget and Management (DBM) which provide capacity building, technical support, and financial funding for the upgrading, rehabilitation and improvement of provincial roads in 78 provinces nationwide that pass the good financial housekeeping component of the Seal of Good Local Governance (SGLG).

To better appreciate the Department’s contribution to the local road sector, the DILG published the book “Samu’t Saring Kwentong Kalye Vol. 1,” which contains inspiring stories on how good local roads and bridges provide better access and improve the lives of the people in rural Luzon.
