11 September 2017 – The National Disaster Risk Reduction and Management Council’s Pre Disaster Risk Assessment Core Group meets in preparation for the Low Pressure Area and Typhoon Talim (I.N.).
NDRRM Operations Service Director Rodrigo T Diapana chairs the meeting attended by representatives from NDRRMC Member Agencies namely: DOST-PAGASA, DILG, DSWD, NEDA, DICT, DENR-MGB, NAMRIA, DOTr, DOH, DPWH, AFP, PNP, PCG, PIA and PCO. Likewise, Regional DRRM Councils I, II, III, CALABARZON, MIMAROPA, V, CAR and NCR joined the meeting via Skype.
According to PAGASA, two weather systems are being monitored; one is the Low Pressure Area located 355 km East of Daet, Camarines Norte and the other is TY Talim (I.N.) located outside the Philippine Area of Responsibility (PAR).
The LPA will continue to bring moderate to occasionally heavy rains with thunderstorms over Bicol Region, CALABARZON, MIMAROPA and Metro Manila. It is expected to make landfall tomorrow afternoon in Aurora-Quezon Province area, however there is a low possibility that the LPA will develop into a tropical depression.
Meanwhile, TY Talim (I.N.) was located at 1,300 km East of Northern Luzon with a maximum sustained winds of 120 kph and gustiness of up to 145 kph moving west Northwest at 25 kph. It is projected to enter PAR this afternoon and is expected to move towards Batanes-Taiwan area. TY Talim (I.N.) will be named “Lannie” once it enters PAR.
Both TY Talim (I.N.) and LPA will enhance monsoon rains over the Provinces of Pangasinan, Zambales, Bataan, Cavite, Batangas, Mindoro and Palawan. Sea travel is risky over the seaboards in the Eastern section of Quezon and Bicol Region.
Residents in areas likely to be affected are advised to take the necessary precautionary measures and are alerted against possible flooding and landslides.
The National Council is in close coordination with its Regional DRRM Councils likely to be affected. At twelve noon today, the NDRRM Operations Center has raised it alert status to BLUE in preparation for the effects of the LPA and typhoon.
Moreover, DILG has advised the Local Government Units concerned to take the necessary preparedness measures as outlined in the Operation L!sto protocols. DSWD has ensured the prepositioning of food and non-food items in its Central Office including its Field Offices. Also, DOH has prepositioned the necessary medical supplies and equipment for response.
The public is advised to stay vigilant and follow the orders of local government officials in their respective areas. Everyone is encouraged to continue monitoring weather updates through TV, radio and social media.
