PRRD names Guevarra OIC during his trip to Japan

MANILA — Justice Secretary Menardo Guevarra will be officer-in-charge of the executive department while President Rodrigo Duterte is on official visit to Tokyo, Japan.

In Special Order No. 528, Guevarra was designated by Duterte “to ensure continuity of government service.”

As officer-in-charge, Guevarra was assigned “to take care of the day-to-day operations and oversee the general administration of the Executive Department.”

Guevarra, the order directed, “shall, if necessary, act for and on behalf of the President, except on matters that the President is required by the Constitution to act in person, during the time the President is outside the Republic of the Philippines from 28 May to 01 June 2019”.

The acts of Guevarra for and in behalf of the president shall be deemed acts of the President unless disapproved or reprobated by the president, who is slated to participate in the 25th International Conference on the Future of Asia and related events in Tokyo, Japan.
