DOE, DOF sign IRR for Murang Kuryente Act

The Department of Energy (DOE) and the Department of Finance (DOF) have signed the Implementing Rules and Regulations for the Murang Kuryente Act.

DOE Secretary Alfonso Cusi and DOF Secretary Carlos Dominguez have signed the IRR after consulting with the Department of Budget and Management (DBM), Bureau of Treasury, and Power Sector Assets and Liabilities Management Corporation (PSALM).

President Rodrigo Duterte signed the Murang Kuryente Act on August 8, 2019 where it aims to use PhP 208 billion from the Malampaya fund as fee for the expenses of PSALM after paying for the loan of the National Power Corporation (NAPOCOR). Under section 2.4 and 9.1 of the IRR of the Murang Kuryente Act, there will be no imposed universal charges on electricity and petitions for new universal charge cannot be filed with the Energy Regulatory Commission until the PhP 208 billion fund of the law is completely used. Residents who consume 200 kilowatts per hour will save PhP 172 per month. – PTV News
