Malacañang announces guidelines on various quarantine measures in PH

Malacañang has announced the guidelines on activities, transportation and industries to be followed in areas under different quarantine measures.

Presidential Spokesperson Harry Roque has reminded that minimum public health standards, safety protocols, safe distancing, and return to work protocols must be followed at all times in areas under different quarantine measures.

Residents in areas under the enhanced community quarantine (ECQ) and modified enhanced community quarantine (MECQ) must 100 percent stay at home. But only vulnerable persons are restricted in general community quarantine (GCQ) areas.

In terms of gatherings, areas under ECQ are not allowed to have any, but in Modified ECQ areas, gatherings are highly restricted with a maximum of 5 persons. A maximum of 10 persons may gather in GCQ areas.

Limited international flights, controlled inbound travel, and biking and non-motorized transport are allowed in areas under modified ECQ. However, public transport and inter-island travel are allowed in areas under GCQ but with strict safe distancing.

Essential sectors such as agriculture, forestry, fisheries, food business, hospitals and clinics are allowed to operate in areas under any quarantine measure since these are services gravely needed by the public.

Manufacturing services are partially allowed to operate in areas under modified ECQ while they are fully allowed to operate in GCQ areas.

Film, music, and TV production, repair and vulcanizing shops are also partially allowed in areas under modified ECQ while it is fully allowed in GCQ areas.

Department of Interior and Local Government (DILG) Secretary Año has pointed out that the regions with no declaration of ECQ or GCQ have rejected the idea of not having a community quarantine which led authorities to decide to place low-risk areas under modified GCQ.
