Task Force PhilHealth gathers more evidence to boost charges vs. PhilHealth officials

Task Force PhilHealth is gathering additional evidence to strengthen the charges against the former and current Philippine Health Insurance Corp. (PhilHealth) officials in involved in corrupt practices.

“We hope to be able to do so within the next 30 days, kasi we have to gather the necessary supporting documentary evidence. We know where they are but physically we have to obtain them para mai-attach sa complaint (so we can attach the complaint),” Department of Justice (DOJ) Secretary Menardo Guevarra explained.

The justice secretary described the discovered anomalies in PhilHealth as deep-rooted and extensive following the investigation by the task force led by the DOJ.

According to Sec, Guevarra, the estimated fund used in corruption for the past years would total to billions of pesos. He added that the anomalies have worsened due to inaction.

“Parang naging culture na, na parang nagbibigayan na lang, nagpapasensyahan na lang. They tolerate each other, kaya kailangan nga ng some very definitive actions need to be taken, some drastic actions para mawala ‘yang ganyang culture (It has become a culture where they give way and brush it all off. They tolerate each other, and some very definitive actions need to be taken, some drastic actions to eradicate the culture).”

Sec. Guevarra stated that PhilHealth can still be given a chance especially now that it is under new leadership. However, if abolishing PhilHealth is recommended, it is better to refer the matter to the Governance Commission for GOCCs (GCG).

Meanwhile, Sec. Guevarra said that it is too early for a hospital arrest for former PhilHealth President and CEO Ricardo Morales since the judge has the jurisdiction in the matter. He also clarified that the investigation is still ongoing and that the task force is focusing on the legal division of PhilHealth. The investigation is expected to conclude within 1 to 2 months. – Report from Kenneth Paciente
