QUEZON CITY – Department of Agrarian Reform (DAR) OIC Secretary Rosalina Bistoyong told the top officials from the central, regional and provincial levels of the agency to perform their respective assignments and to make them accountable for the accomplishments and failures in DAR’s performances on land tenure service (LTS), agrarian legal service (LTS), technical advisory support services (TASS), foreign-assisted and special projects office (FASPO) and Finance and Administrative Service.
DAR officials from various regions and provinces in the country are now undergoing their CY 2017 Third Quarter National Cumulative Assessment Session at the Icon Hotel here that commenced last October 24 and will end on October 28.
“I would want our DAR targets to be achieved. We would help you achieve your targets that is why we will have a one-on-one session to assess the facilitating and hindering factors which contributed to the implementation of the expected deliverables.” Bistoyong emphasized.
She further noted that “I receive a very tall order from our President that DAR should deliver in land tenure service. LTS is the very spirit of agrarian reform and I would expect our Regional Directors to be hands-on in the implementation of the program.”
“Do your assignments! Cases should be solved at the provincial and regional levels. It is quite expensive for the farmers to go in Manila, hold rallies and camp-out at the DAR central office to air their concerns when it can already be solved at the field levels,” she said.
During the assessment, Bistoryong expects in the case of LTS sector, that all DAR field implementors will ensure that all certificates of land ownership award (CLOAs) forwarded to the Register of Deeds (ROD) are registered to the farmer beneficiaries, targeted 48,000 hectares commitment be delivered, fast-track completion of claim folders documentation, survey funds for new lands obligated and conduct constant coordination with CARP implementing agencies like ROD, Department of Environment and Natural Resources (DENR) and Land Bank of the Philippines (LBP).
In terms of ALS, the OIC-Secretary said she is expecting zero backlogs and aging of cases, launching and implementation of agrarian justice on wheels with emphasis on holding investigation and hearing at the barangay levels, and improve and strengthen the implementation of legal case monitoring system (LCMS) as a management tool and basis for reward and incentives, among others.
On the sector of TASS, Bistoyong emphasized the need to increase the membership of farmers in organizations and improvement on the level of maturity of these organizations and identifying strategies to accomplish the remaining targets for the year. (DAR)
