DOLE orders 2 Japanese firms to regularize more than 1T workers

MANILA — Two Japanese firms in Laguna and their contractors have been ordered to hire as regular more than 1,000 workers after they were found to be engaged in labor-only contracting activities, the Department of Labor and Employment (DOLE) said on Friday.

The DOLE regional office in Southern Tagalog, has directed Terumo Philippines Corporation, its three contractors and Toyo Seat Philippines Corporation, its 14 contractors, to regularize 1,332 employees.

The directives were based on compliance orders issued by DOLE Regional Office IV-A Director Zenaida Angara-Campita.

Terumo Philippines Corporation and its contractors were ordered to permanently hire 1,048 workers as its contractors do not have substantial capital and the employees use the principal’s equipment and tools in the performance of their outsourced services.

The company is a manufacturer of syringe and medical equipment.

Other findings include the non-compliance with the Occupational Safety and Health Standards with the contractors lacking with trained safety personnel. The principal do not also have the permit to operate heavy equipment, including crane, internal combustion engines, pressure vessel and power piping.

Meanwhile, Toyo Seat Philippines Corporation and its contractors were directed to regularize 284 employees after being barred from engaging in labor-only contracting and subcontracting activities. The firm is into automotive interior parts related business.

The department also ordered the cancellation of the Certificate of Registrations of seven of its contractors and removed from the rosters of legitimate contractors.
