The low pressure area (LPA) being monitored east of extreme Northern Luzon has developed into Tropical Depression “Luis” at 8:00 a.m. on Wednesday, Sept. 28, the country’s weather bureau said.

In its 11:00 a.m. tropical cyclone bulletin, Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) said Luis is unlikely to affect the country’s weather conditions.

As of 10:00 a.m., Luis was at 1,100 kilometers (km) east of extreme Northern Luzon with maximum sustained winds of 55 km/h and gustiness of up to 70 km/h and may still intensify into a tropical storm within the next 24 hours.

It may exit the Philippine Area of Responsibility’s northern boundary on Thursday morning or early afternoon and may still further intensify while moving over the sea east of southern Ryukyu Islands.

Meanwhile, PAGASA said the southwest monsoon (habagat) and the LPA east of Mindanao will bring rains over the western section of Southern Luzon, Eastern and Western Visayas, and the eastern section of Mindanao in the next 24 hours.

Palawan and Occidental Mindoro will experience light to moderate with at times heavy rains due to habagat, while Eastern Visayas, Caraga, and Davao Oriental will experience light to moderate with at times heavy rains due to the LPA.

The LPA 445 km east of Guiuan, Eastern Samar as of 10:00 a.m. is less likely to become a tropical depression.
