LIST: First six EOs issued by the Marcos administration

Since President Ferdinand R. Marcos Jr. assumed post as the 17th President of the Philippines on June 30, 2022, his administration has issued six executive orders (EOs).

These are focused on the reorganization of several government offices, eased regulation on the use of facemask in safe outdoor settings, and the moratorium on land amortization and interest payments for agrarian reform beneficiaries.

The EOs also directed the transfer of the Technical Education and Skills Development Authority (TESDA) from the Department of Trade and Industry to the Department of Labor and Employment, and the amended composition of the Inter-Cabinet Cluster Mechanism on Normalization.

Based on the Administrative Code of 1987, EOs are where “acts of the President providing for rules of a general or permanent character in implementation or execution of constitutional or statutory powers” are promulgated.

Here are the six signed EOs during Marcos’ first 100 days in office:

 

Executive Order 1

Signed on June 30, 2022 

The first executive order reorganizes the President’s Office, including the immediate offices and agencies under or attached to it. It also reorganizes the Common Staff Support System, and abolishes the Presidential Anti-Corruption Commission and the Cabinet Secretary’s Office. 

 

Executive Order 2

Signed on June 30, 2022 

The second executive order reorganizes and renames the Presidential Communications Operations Office and its attached agencies into the Office of the Press Secretary, and abolishes the Office Of The Presidential Spokesperson.

 

Executive Order 3

Signed on September 12, 2022 

The third executive order allows the voluntary wearing of facemasks in outdoor settings and reiterates the continued implementation of minimum public health standards during the state of public health emergency relative to the COVID-19 pandemic.

 

Executive Order 4

Signed on September 13, 2022 

The fourth executive order directs the implementation of a moratorium on the payment of the principal obligation and interest of the amortization due and payable by the agrarian reform beneficiaries.

 

Executive Order 5

Signed on September 16, 2022 

The fifth executive order directs the transfer of the affixment of the Technical Education and Skills Development Authority (TESDA) from the Department of Trade and Industry (DTI) to the Department of Labor and Employment (DOLE).

 

Executive Order 6

Signed on October 5, 2022

The sixth order amends the composition of the Inter-Cabinet Cluster Mechanism On Normalization established under EO 79 in 2019, titled “Implementing the Annex on Normalization Under the Comprehensive Agreement on the Bangsamoro.”
