LIST: Laws passed during the first year of the Marcos administration

Republic Act No. 11934: SIM Registration Act

This act, approved on Oct. 10, 2022, requires the registration of a Subscriber Identity Module (SIM) card by all users in a bid to promote the responsible use of SIM cards and help law enforcers resolve crimes involving SIM cards’ use.

Under the law, a user should register their SIM within 180 days following the law’s implementation.

Deactivation of SIM cards will take place once users fail to comply with the registration. 

 

Republic Act No. 11938: Charter of the City of Carmona

Signed on Feb. 23, 2023, RA 11938 converts the Municipality of Carmona into a component city – the City of Carmona. 

The city will cover the existing territory of the Municipality of Carmona in the Province of Cavite.

 

Republic Act. No. 11939: An Act Strengthening Professionalism and Promoting the Continuity of Policies and Modernization Initiatives of the AFP

Signed on May 17, 2023, this law amends Republic Act 11709 and the fixed terms of officials of the Armed Forces of the Philippines (AFP).

It sets a three consecutive year maximum tour of duty of an AFP chief of staff, and two years for the commanding general of the Philippine Army and Philippine Air Force, the flag officer of the Philippine navy, and the superintendent of the Philippine Military Academy.

 

Republic Act No. 11936: General Appropriations Act of 2023

Under this law, signed on December 16, 2022, is the national budget totaling to P5.268 trillion for the fiscal year 2023. 

Key sectors such as education, public works, health, social welfare, agriculture, and transportation are given priority under this.

The early approval of the 2023 national budget will facilitate the start of programs and projects implementation by government agencies as early as January 2023.

 

Republic Act No.11937: An Act Granting Philippine Citizenship To Justin Donta Brownlee

This act grants Justin Brownlee with a Filipino citizenship allowing him to become a naturalized citizen.

Under the law, Brownlee must take the oath of allegiance to show his loyalty to the country. A certificate of naturalization from the Bureau of Immigration should be issued to him following his oath.

 

Laws signed in the education sector

Republic Act No. 11940 

This recently signed law extends the office term of the university president of Adiong Memorial College from three to four years.

RA 11940 states that “the State College shall be headed by a president who shall render full-time service” for a four-year term. 

 

Republic Act No. 11941

This separates the Tukuran Technical-Vocational High School-Baclay Extension from the Tukuran Technical-Vocational High School in Zamboanga del Sur.

Thus, it will become a separate national high school known as Baclay National High School.

The transition will involve the transfer and integration of all personnel, assets, liabilities, and records from the extension to the newly established Baclay National High School.

 

Republic Act No. 11942

This act proposes the separation of the Sapa Anding National High School – Ramon Magsaysay Extension from the Sapa Anding Agricultural Vocational Technical School in Zamboanga del Sur.

RA 11942 will convert the extension into an independent national high school named the Ramon Magsaysay National High School.

 

Republic Act No. 11943

This mandates the official separation of Mariano Peralta National High School – Datu-Dunwata Extension from the Mariano Peralta National High School in Davao Occidental.

The extension shall be called the Gaspar Danwata National High School. 

 

Republic Act No. 11944

The act gives way for the establishment of a secondary school in Camarines Sur to be known as Mabca National High School.

 

Republic Act No. 11945

The law is for the establishment of a national high school in one barangay in Malita, Davao Occidental, to be known as Bolila National High School. 

 

Republic Act No. 11946

This law allows the Bacoor National High School-Tabing Dagat Annex to become a separate school named Mariano Gomez National High School. 

 

Republic Act No. 11947

RA 11947 aims to convert the Bukid Elementary School into an integrated school to be called the Bukid Integrated School.

 

Republic Act No. 11948

This act aims to convert Tribal Filipino School of Tambelang, also known as the TFS of Tambelang Elementary School, into an integrated school located in Davao Occidental

The school will be known as the TFS of Tambelang Integrated School. 

 

Republic Act No. 11949

This act converts the Kidaman Elementary School into an integrated school located in Davao Occidental known as Kidaman Integrated School. 

 

Republic Act No. 11950 

RA 11950 converts the Hibao-an Elementary School in Mandurriao District, Iloilo City into the Hibao-an Integrated School.

 

Republic Act No. 11951

This act converts the Nabitasan Elementary School in La Paz District, Iloilo City into the Nabitasan Integrated School.

 

Republic Act No. 11952 

RA 11952 searates the Addang Elementary School-Ambatutong Extension in Barangay Bunot from the Addang Elementary School in Paracelis, Mountain Province.

The extension shall be converted into an  independent elementary school called the Ambatutong Elementary School.
