The Department of Justice (DOJ) has ordered the Bureau of Immigration (BI) to place suspended Bamban, Tarlac Mayor Alice Guo and 17 others on a lookout bulletin to monitor their whereabouts, should they attempt to leave the Philippines.

“Sa bisa ng ILBO (Immigration Lookout Bulletin Order), ipinag-uutos sa Bureau of Immigration na bantayan ang bawat kilos ng mga ito at ialerto ang mga kinauukulan sa anumang tangka na lumabas ng bansa,” DOJ Usec. Margarita Gutierrez said in an interview with Bagong Pilipinas Ngayon on Tuesday.

The ILBO came after the filing of human trafficking complaints against them at the DOJ last week in connection with the raided Philippine Offshore Gaming Operator (POGO) in Bamban in March.

The order, signed by DOJ Sec. Jesus Crispin Remulla on June 21, also included former Technology and Resource Center director general Dennis Cunanan, an official from the raided POGO Lucky South 99, Guo’s sibling, and a Chinese national named Zhang Jie.

According to the DOJ, they would also ask the trial court to issue a Preliminary Hold Departure Order against the respondents.

On Sunday, 30-year-old Zhang was intercepted by immigration officers at the Davao International Airport, attempting to board a flight to Jinjiang, China.

BI Commissioner Norman Tansingco said Zhang has incomplete records and, based on the ILBO, has connections with another illegal POGO raided by authorities in Porac, Pampanga. (with report from Louisa Erispe/PTV News)
