Housing czar: New NHA Charter a huge boost to recalibrated 4PH

In a statement on Saturday, May 31, Department of Human Settlements and Urban Development (DHSUD) Secretary Jose Ramon Aliling said the signing into law of the measure expanding and strengthening the mandates of the National Housing Authority (NHA) is a huge boost to the recalibrated Pambansang Pabahay Para sa Pilipino (4PH) Program.

President Ferdinand R. Marcos Jr. signed Republic Act (RA) No. 12216 or the National Housing Authority Act on May 29.

“We thank the President for signing RA 12216. NHA, a key shelter agency of DHSUD, will greatly boost the recalibrated 4PH, as NHA will be playing a vital role in the production of housing units under the flagship program,” Aliling said in a statement.

“As we now include horizontal developments in the expanded 4PH modalities, we anticipate NHA to be playing a bigger role in the production and financing of resilient housing, and livable and sustainable housing communities,” he added.

Apart from expanding and strengthening NHA’s mandates, RA 12216 extends the agency’s corporate life by another 25 years effective July 31, 2025. The original 50-year NHA Charter expires this July.

The NHA is also required to come up with new Implementing Rules and Regulations, not later than 90 days after the law’s enactment.

Among the salient provisions of the new law is the inclusion of two expert parallel members with expertise in housing, urban planning, and development in its Board to allow more active private sector contributions to the development of a more inclusive government housing program.

There will also be three assistant general managers, compared to only one in the old charter, to enable management to better run the agency’s day-to-day affairs. (PR)
