Bacolod villages face sanctions for violation of waste management law

BACOLOD CITY — The City of Bacolod submitted the list of barangays violating the waste segregation policy to the Environment Management Board-Department of Environment and Natural Resources (EMB-DENR) for imposition of penalty.

As of Tuesday, 24 villages have been identified as violators of the “no segregation, no collection” policy relative to the implementation of Republic Act 9003 or Ecological Solid Waste Management Act of 2000.

Vice Mayor El Cid Familiaran, chairman of Solid Waste Action Team, said the compliance was very low because of the failure of barangay officials to cooperate.

The villages documented as violators are Barangays 1, 6, 7, 8, 12, 13, 14, 20, 22 24, 35, 38, 39, 40, Cabug, Estefania, Granada, Alijis, Mandalagan, Banago, Mansilingan, Villamonte, Taculing, and Singcang-Airport.

Earlier, the Department of Interior and Local Government committed to assist the city government in the implementation of Republic Act 9003 especially among the barangays.

Ma. Joy Maredith Madayag, director of DILG-Bacolod, said her office would encourage the barangay officials to comply with the law.

“With the DILG as one of the cooperating agencies, we will help on how to implement this,” she said.

For his part, Familiaran reiterated that it was the function of the barangay officials to educate their constituents in the implementation of RA 9003, he added.

The Ecological Solid Waste Management Act of 2000 provides that local government units shall be primarily responsible for the implementation and enforcement of the provisions of this law within their respective jurisdictions. (PNA)
