Ombudsman indicts former gov’t exec over unliquidated funds

MANILA – The Office of the Ombudsman has charged before the anti-graft court Sandiganbayan a former executive of the National Commission on Indigenous Peoples (NCIP) for unliquidated funds.

Abdul Puengan, former regional director of the NCIP in Region 9 in Pagadian City, was indicted for failure to render account, which is punishable under Article 218 of the Revised Penal Code.

Probe showed that from Dec. 29, 2010 to July 26, 2011, Puengan received a total of PHP169,904 as cash advances for travelling expenses, miscellaneous expenses, and a tribal meeting.

In the Aging Schedule of Cash Advances from Officers and Employees as of March 31, 2013, the respondent failed to submit his liquidation reports despite the lapse of two years. (Perfecto Raymundo, Jr. /PNA)
