Carranza vows to impose strict discipline in police ranks

CAMP GEN. VICENTE LIM, Calamba City – Chief Supt. Edward Esperat Carranza, the newly-installed director of the Police Regional Office (PRO) Calabarzon, vowed to bring back the value of discipline in police ranks.

“As I assume command as your Regional Director, I will be fully committed to align the PRO Calabarzon aimed at bringing back the value of discipline to the ranks of the Philippine National Police (PNP),” Carranza said during Saturday’s turnover of command from his predecessor, Chief Supt. Guillermo Eleazar, at the multi-purpose hall in this camp.

Carranza vowed to impose strict discipline 24/7 and challenged all officers and police commissioned officers, as well as non-uniformed personnel (NUPs), to build a culture of discipline as started by his predecessor.

He reminded police personnel to observe the guidelines set by Chief PNP, Police Director General Oscar Albayalde, quoting the latter “tigilan na natin ang pagtetext (let us stop texting) while performing our job; all policemen should appear in front of the public wearing the right uniform at the right time; wear the uniform with pride and dignity; proper decorum; and all complainants in the police station should be treated properly and guided on what they are supposed to do.”

Carranza also vowed to pursue the policy of attrition and rid the regional police of corrupt, misfits and ‘scalawags’ in uniform, as well as to impose zero tolerance for police personnel who rob and extort from the public .

“As your Regional Director, I am ordering that pending cases of policemen accused of corruption and other criminal acts be resolved the soonest time possible. It is high time to cleanse the Police Regional Office Calabarzon against a few rotten eggs,” Carranza stressed.

On police operations, Carranza vowed to intensify the campaign against eight focus crimes such as murder, homicide, theft, robbery, carnapping of two-wheeled and four-wheeled vehicles, physical injuries and rape side by side with the war on illegal drugs.

He encouraged officers to lead by examples and pledged that they will be given recognition for good performance.

“To our personnel who are involved in illegal drugs, we will not stop the campaign against you. To my commanders and chiefs of police, lead your men by example. Do your job and do it well, your efforts will be appropriately recognized, but, to those who will fail or will not meet the expectations, I will not hesitate to relieve them,” Carranza concluded.

Meanwhile, Eleazar expressed his confidence to his successor in PRO Calabarzon to continue the programs of the organization, giving emphasis on internal cleansing.

“I am confident that my successor is a leader, who will continue the programs of former regional directors that provided valuable contribution to our organization,” Eleazar declared. “I am sure that he will promote and continue our internal cleansing program.”

A native of Silang, Cavite, Carranza is a member of the Philippine Military Academy (PMA) “Sinagtala Class 1986.” Prior to his new Calabarzon post, he was PRO Cordillera Regional director.

Eleazar, on the other hand, has assumed the leadership of the National Capital Region Police Office . (PNA)
