Chinese in Interpol list arrested in Davao City

A Chinese national who is said to be in the “red notice list” of the International Police Organization was apprehended by the Davao City Police Office on Friday, July 14.

The Chinese national is identified as Fong Hao Ling aka Fong Jou-Rong. He is said to be wanted by Interpol for crime of Contract Fraud with the imposable penalty of lifetime imprisonment.

Fong is living in Bo.Obrero, Davao City before his apprehension at a gasoline station along Dacudao Avenue.

Authorities said the Chinese national has long been blacklisted by the BI.

A Red Notice by the Interpol is simply to inform all member countries that the person is wanted based on an arrest warrant or equivalent judicial decision issued by a country or an international tribunal.

A red notice is NOT an international arrest warrant thus Interpol cannot compel any member country to arrest an individual who is the subject of a Red Notice.

Each member country decides for itself what legal value to give a Red Notice within their borders.

Fong is now detained at the Bureau of Immigration Office in Davao City.
