Palace releases Lapeña’s appointment paper

MANILA – Malacañang on Monday released the appointment paper of Isidro Samson Lapeña as new Director-General of the Technical Education and Skills Development Authority (TESDA).

President Rodrigo Duterte signed Lapeña’s appointment paper on October 30.

“Pursuant to the provisions of existing laws, you are hereby appointed Director-General, with the rank of Secretary, co-terminus with the appointing authority, Technical Education and Skills Development Authority,” the appointment paper read.

On Oct. 25, Duterte promoted Lapeña to Cabinet rank from the Bureau of Customs (BOC), one of the attached bureaus of the Department of Finance (DOF).

Lapeña filled up the position vacated by former TESDA Director-General Guiling Mamondiong, who stepped down to run for governor of Lanao del Sur in the 2019 mid-term elections.

Duterte named former Armed Forces of the Philippines Chief of Staff and Maritime Industry Authority (MARINA) Administrator Rey Leonardo Guerrero as new BOC chief.

Lapeña was a member of the Philippine Military Academy’s ‘Maaga’ Class of 1973 and served the Davao City Police Office for 15 years.

He was appointed as undersecretary of the Philippine Drug Enforcement Agency (PDEA) in July 2016 and as Customs chief in August 2017, replacing Nicanor Faeldon. (Jelly Musico/PNA)
