Show cause order vs. 4 noncompliant maritime schools

MANILA — The Maritime Industry Authority (MARINA) is set to issue a show cause order against four maritime higher educational institutions (MHEI) in the country for operating without government permits.

In a statement on Sunday, MARINA said four of the 21 MHEIs with disapproved applications to operate were still accepting first year Bachelor of Science in Marine Transportation (BSMT) and/or Bachelor of Science in Marine Engineering (BSMarE) students for the academic year 2018-2019 and were deceiving enrollees that the courses they offer are compliant with the 1978 Convention on Standards of Training, Certification and Watchkeeping for Seafarers (STCW) following a surveillance conducted by its central and regional offices from October to November 2018.

“The MARINA regularly monitors and evaluates MHEIs to ensure that their facilities and training equipment, quality standard system (QSS), shipboard training, examination and assessment system, faculty, and curriculum are in compliance with the STCW Convention 1978, as amended, to uphold the quality and competence of Filipino seafarers,” the agency said.

MARINA has withheld to identify these MHEIs as they are still to receive their respective show cause orders and final ruling from the Commission on Higher Education.

These learning institutions will be given 10 days upon receipt of the show cause orders to submit their responses to MARINA which will be deliberated on by the Technical Panel on Maritime Education for further remedial measures.
