AFP launches framework to strengthen Civilian Workforce

Camp General Emilio Aguinaldo, Quezon City – The Armed Forces of the Philippines (AFP) is building up the competencies of its civilian workforce following a framework that was launched Monday, 03 July 2017, here.

“It is equally important to develop the competencies and capabilities of the AFP’s civilian workforce. They serve as the military organization’s administrative backbone that significantly contributes to the achievement of our overall mission,” AFP Public Affairs Chief Colonel Edgard Arevalo said.

The unveiling of the AFP Civilian Human Resource (CHR) Competency Framework was led by General Eduardo M. Año, the Chief of Staff of the AFP and Director Lucila C. Pagdanganan of the Civil Service Commission (CSC), Department of National Defense Field Office.

The competency framework aims to upgrade the human resource management systems for the civilian component of the military organization. It was initiated in 2016 through the efforts of a technical working group composed of human resource subject matter experts from the General Headquarters, Major Services and AFP Wide Support and Separate Units spearheaded by Mrs. Merlin T. Mondero, the Chief, Civilian Human Resources, AFP.

The group identified three competency clusters for the AFP CHR – the Core, Leadership, and Technical Competencies. Each competency cluster further comprised a list of operationally-defined competencies.

“We are taking a leap to strengthen and enhance the potentials of the civilian human resources of our military organization,” Mrs. Mondero said.

“The AFP CHR Competency Framework marks the beginning of the adoption of a competency-based human resource management system for the AFP. This is a bold move to institutionalize meritocracy and excellence in human resource management such as recruitment and selection, learning and development, rewards and recognition, and promotion,” Mrs. Mondero added.

General Año on the other hand, stressed the significance of the AFP’s civilian workforce which complements the mission of its military personnel.

“Working as a civilian employee in the military is an extraordinary sacrifice and dedication. Being the administrative backbone of the AFP, I deem it important that our Civilian Employees continue to work with proficiency to complement the efforts of our uniformed personnel,” said General Año.

“It is timely that we develop an integrated personnel management system that intends to capacitate Civilian Human Resource so as to be able to cope with the changing times,” General Año added.

The competency framework was developed by the AFP CHR to contribute in the achievement of the strategic objectives under the AFP Transformation Roadmap, especially on personnel capability development.

Following its launching, all units and offices in the AFP are expected to support and adopt the competency framework immediately.  | AFP
