ARTA urges LGUs to use Link.BizPortal; eyes tripartite agreement with LandBank, DICT

The Anti-Red Tape Authority (ARTA) is urging local government units who are using the Integrated Business and Permits and Licensing System (iBPLS) to also utilize LandBank Philippines’ Link.BizPortal.

The said portal is an e-Payment facility developed by LandBank that allows clients to carry out transactions with the government and the private sector on the internet.

Secretary Jeremiah Belgica, ARTA Director General, said he is eyeing to enter a tripartite agreement with LandBank and the Department of Information and Communications Technology (DICT) to boost the information drive on the Link.BizPortal among LGUs.

“If LGUs who have set up their iBPLS or eBOSS (electronic business one-stop shop) will be automatically enrolled to the Link.BizPortal, this will allow for the ‘parallel processing’ of payments instead of the usual ‘linear’ processing that can cause delays,” he said.

Online payment facilities are among the key functionalities needed in an eBOSS per Republic Act No. 11032 or the Ease of Doing Business and Efficient Government Service Delivery Act of 2018 and Joint Memorandum Circular No. 1, Series of 2021 or the Guidelines for Processing Business Permits, Related Clearances, and Licenses in All Cities and Municipalities.

Randy Montesa, head of the Card and Electronic Banking Group of LandBank, welcomed ARTA’s offer to help in cascading information to LGUs. 

“We want to assure everybody that we are constantly in the lookout for partnerships. We understand and we are cognizant of the fact that LandBank cannot do it on its own,” he said in a meeting with ARTA and DICT officials on 2 August 2021. (ARTA) -rir
