Tropical Depression Basyang (international name: Penha) is forecast to make its third landfall over the southern portions of Cebu and Negros Oriental between Friday evening and early Saturday morning, Feb. 7, before weakening into a low pressure area (LPA), according to the state weather bureau.

As of 4:00 p.m., Basyang was located in the vicinity of Dauis, Bohol. It packs maximum sustained winds of 55 kph and gustiness of up to 75 kph while moving west-southwestward at 15 kph.

It previously made landfall as a tropical storm over Bayabas, Surigao del Sur at 11:50 p.m. on Thursday, in Jagna, Bohol at 11:00 a.m. on Friday and in Dauis, Bohol at 4:00 p.m.

“Naka-contribute sa paghina nitong si Bagyong Basyang yung landfalls po niya,” Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) weather specialist Benison Estareja said in public briefing.

Estareja said that despite weakening, Basyang will still bring heavy rains over portions of Central Visayas, Negros Island Region, and Western Visayas as well as scattered rains over MIMAROPA, Bicol, Eastern Visayas, Zamboanga Peninsula, and Northern Mindanao.

Tropical Cyclone Wind Signal No. 1 remains hoisted over parts of southern Luzon, Visayas, and Mindanao:

  • Southern portion of Occidental Mindoro (San Jose, Magsaysay, Rizal, Calintaan, and Sablayan)
  • Southern portion of Oriental Mindoro  (Mansalay, Bulalacao, Gloria, Pinamalayan, Bansud, Bongabong, and Roxas)
  • Romblon
  • Northern portion of Palawan  (Taytay, El Nido, Dumaran, Araceli, and Roxas) including Cuyo Islands, Cagayancillo Islands, and Calamian Islands
  • Southern portion of Masbate (Balud, Mandaon, Milagros, Esperanza, Placer, and Cawayan)
  • Southern portion of Eastern Samar (Guiuan, Salcedo, Mercedes, Giporlos, Balangiga, Lawaan, Quinapondan, General Macarthur, Hernani, Llorente, Balangkayan, City of Borongan, and Maydolong)
  • Southern portion of Samar (Marabut, Basey, Santa Rita, Daram, Talalora, Zumarraga, Villareal, Pinabacdao, and Calbiga)
  • Guimaras
  • Iloilo
  • Capiz
  • Antique including Caluya Islands
  • Aklan
  • Biliran
  • Bohol
  • Cebu
  • Negros Occidental
  • Negros Oriental
  • Leyte
  • Southern Leyte
  • Siquijor
  • Dinagat Islands
  • Surigao del Norte
  • Agusan del Norte
  • Misamis Oriental
  • Northern portion of Misamis Occidental (Plaridel, Baliangao, Calamba, Lopez Jaena, Sapang Dalaga, Aloran, and Oroquieta City)
  • Camiguin
  • Northern portion of Zamboanga del Norte (Rizal, Sibutad, La Libertad, Dapitan City, Mutia, Piñan, Dipolog City, and Polanco)

“So in the next few years, patuloy pa rin yung pabugso-bugsong hangin [na] direktang epekto po nitong Bagyong Basyang,” Estareja said.

Heavy to intense rains (100-200 mm) may still drench Antique, Iloilo, Guimaras, and Negros Occidental until Saturday afternoon, while moderate to heavy rains (50-100 mm) are forecast over Palawan, Aklan, Capiz, Negros Oriental, Cebu, Bohol, and Siquijor.

“Iyan po ay direktang epekto nitong si Bagyong Basyang habang tinatawid po niya itong Cebu at Negros Oriental,” Estareja said.

“At nandiyan pa rin po ang banta ng mga pagbaha at pagguho ng lupa kahit sabihin natin na humihina ang Bagyong Basyang,” he clarified.

By Saturday afternoon, the shear line—or the convergence of cold air from the northeast monsoon (amihan) and warm air from the easterlies—will bring scattered light to moderate rains and thunderstorms over Metro Manila, CALABARZON, MIMAROPA, and Bicol Region.

“Habang improved weather conditions, or paminsan-minsan na lamang po ang mga pag-ulan sa hapon sa Eastern Visayas, maging sa malaking bahagi ng Mindanao,” the state meteorologist said.
