Bato to new Caloocan cop chief: End killings, find culprits

MANILA — Philippine National Police (PNP) Director General Ronald dela Rosa on Tuesday ordered the new Caloocan police chief to put an end to unabated murders in the city and find the perpetrators behind these acts.

Basta yung mission sa kanya, hanapin yung namamaril dyan sa Caloocan na ibinibintang sa ating pulis (His mission is to find the suspects in the shootings in Caloocan. These shootings are blamed on the police),” Dela Rosa told Supt. Restituto Arcangel, who replaced Senior Supt. Jemar Modequillo.

Dela Rosa said even if he has high regard for Modequillo, he supports the decision of the PNP National Capital Regional Police Office (NCRPO) chief Director Oscar Albayalde to relieve him.

Ang (The) NPD (Northern Police District) director and NCRPO Director, gusto nilang i-emphasize lang na (they just want to emphasize that) you really have to be in charge of your area of responsibility, kailangan may command responsibility ka (you should have command responsibility) over your area,” Dela Rosa said.

Kahit gaano ka kagaling (No matter how good you are), I am sad to say napakagaling na official yung si Senior Supt. Modequillo, kagaling na opisyal yun, humahanga ako doon but sabi nga natin kahit na magaling ka kapag minalas ka he has to face the consequences ofkamalasan (I am sad to say that Senior Supt. Modequillo is a good official, I admire him but even if you are good, if you are not lucky enough, you have to face the consequences of being unlucky),” Dela Rosa added.

The city’s police force under Modequillo’s predecessor Senior Supt. Chito Bersaluna was severely criticized in public for their handling of the death of 17-year-old Kian delos Santos.

The police force was also revamped following the death of another minor, 19-year-old Carl Angelo Arnaiz.

Last year, unidentified gunmen also shot a couple, Justine Bangay and his wife Margarita on their way home while riding a motorcycle.

Likewise, Franklin Doloricon, 32, a delivery driver was shot to death by gunmen on New Year’s Eve. (Benjamin Pulta/PNA)
