Quezon City Mayor Joy Belmonte has moved to quell possible coronavirus disease 2019 (COVID-19) outbreaks in residential and commercial establishments, including condominiums and subdivisions.
Belmonte issued a second supplemental GCQ guidelines, requiring building managers and homeowners associations to report positive COVID-19 cases among employees, tenants, residents, members, or clients, regardless of their place of residence, to the City Epidemiology and Surveillance Unit (CESU) within 24 hours from receipt of test results.
“Mahalaga ang papel na kanilang gagampanan sa pagpigil sa pagkalat ng COVID-19 sa mga lugar na kanilang pinapatakbo,” said Belmonte.
Under the latest guidelines, Belmonte ordered establishments to cooperate with the CESU, allow reasonable access to city government contact traces, and avoid hindering contact tracing efforts.
The Mayor has tasked building managers to maintain a log of all building guests and visitors, including addresses and contact information, using KyusiPass as far as feasible.
“The managers must disclose this log to CESU when required for contact tracing efforts,” Belmonte said.
Building managers must also disclose to their tenants and association members if there are any COVID-19 cases in the building, without mentioning the identities or unit location of the cases.
Belmonte added that building managers are responsible for the monitoring and enforcement of health protocols, such as preventing gatherings in common areas, disinfecting of common areas and high-touch objects, and monitoring of any persons quarantined in the concerned building.
They are also tasked to supply necessities to quarantined persons within their respective buildings.
“If any quarantined person breaks quarantine, the building manager must immediately notify and coordinate with the CESU and the barangay,” she said.
Building managers are also mandated to stop any tenant from holding any mass gatherings inside the unit. If the tenant refuses, they may immediately notify the barangay and CESU.
Also, operation of swimming pools, including those in condominiums and village clubhouses, is suspended for leisure activities, except for exercise and training purposes.
