CAMP GEN. VICENTE LIM, Calamba City – Around 500 motorcycle riders in the Calabarzon Region comprising Cavite, Laguna, Batangas, Rizal and Quezon provinces joined Wednesday’s nationwide simultaneous launching of the “Clean Rider” campaign.
Themed “Disiplinado at Malinis na Rider Ako” the launching rites held in this camp’s grandstand was spearheaded by Police Regional Office (PRO4A)-Calabarzon Regional Director Chief Supt. Edward E. Carranza, regional police officials and Land Transportation Office (LTO) representatives.
Hundreds of motorcycle riders-participants are duly accredited and members of organized rider groups and association, who have gone through pre-screening and validation procedures attesting they are “Clean Riders.”
The “Clean Rider” forms part of the Philippine National Police’s (PNP) campaign plan to ensure the safety of the community, especially along thoroughfares and streets, from any kind of criminality involving motorcycles – especially from the notorious riding-in-tandems.
It requires the motorcycle rider be the legitimate owner of the motorcycle and is not involved in any crime.
“Baguhin ninyo ang impresyon na kapag nakasakay na sa motor ay mga kriminal at natuturingang motorcycle-riding suspects. Ipakita ninyo na kayo ay kaagapay ng pulis upang lahat ng criminal na gumagala gamit ang motor ay maituro ninyo (let’s change the impression that those riding motorcycles are criminals and are motorcycle-riding suspects. Show them that you are the police’s partner who would report all criminals on the loose using motorcycles),” Carranza said.
Carranza also encouraged riders to organize rider groups in every municipality in order to identify each motorcycle owner and help in eradicating crimes involving motorcycle-riding suspects.
The participating motorcycle riders/owners and PRO4A officials and personnel also signed their Pledge of Commitment during the launching program.
The Police Regional Director also led the installation of stickers and tagging of the “Clean Riders”
“This Campaign Clean Rider is a very important move of the Philippine National Police. This will be of big help to the Land Transportation Office 4A since road crashes involved a big percentage of motorcycles,” LTO Chief of Operations Clarissa A. Sulit said.
Supt. Chitadel C. Gaoiran, chief of PRO4A public information office said motorcycle owners could apply voluntarily for the free stickers in any police station near them starting Wednesday.
Gaoiran also reminded the motorcycle owners/riders to bring along the following documents for their application: Original Receipt/Certificate of Registration of Motorcycle; Deed of Sale if applicable; Driver’s License; and two government-issued valid IDs.
She stressed that the motorcycles bearing the stickers would indicate that the motorcycles and the supporting documents have passed inspection and validation.

She said the qualified “Clean Riders” could become ‘force multipliers’ in assisting tourist and other riders to their tourism destinations and serve as motorcycle patrols within their areas.
Following the formal launching program, the “Clean Riders” joined the motorcade from Camp Vicente Lim, which passed through the Barangay Mayapa main road in Calamba City, traversing the South Luzon Expressway en route to Sta. Rosa City and back to this camp here.
