CALBAYOG CITY, Samar — The city council here has placed the entire Calbayog under state of calamity due to the massive flooding spawned by heavy rains dumped by Tropical Depression Usman killing at least three people and displacing thousands of families.

At least 5,000 families have been affected by massive flooding in this city, prompting the City Disaster Risk Reduction and Management Council (CDRRMC) to recommend the state of calamity declaration.

The city council approved the recommendation in a special session on Monday.

Saplad said Oquendo district is among the three districts in Calbayog City heavily affected by the flash floods.

The city government and non-government organizations have been distributing relief goods to affected families.

The CDRRM office said that all roads including those areas previously reported with landslide are now passable.
