Cavite’s 7 cities, 16 towns pass child-friendly audit

TRECE MARTIRES CITY, Cavite — All of Cavite province’s seven cities and 16 towns have passed the mandatory Child-Friendly Local Government Audit (CFLGA), according to the Department of Interior and Local Government (DILG) report released here Tuesday.

DILG-Cavite Director Allan V. Benitez expressed elation and pride on the announcement on Tuesday for the 100 percent passing mark for all the local government units (LGUs) which shall be conferred the 2017 Seal of Child-Friendly Local Governance (SCFLG) award.

Benitez admitted that some LGUs failed to make it in the roster of awardees for the past two years.

“Bumaba lang ang ibang LGUs kaya di nakasama sa Child-Friendly Local Governance’s roster of awardees for the past two years, pero itong 2017 ay nagawa naman nilang i-address yung naging GAPS sa ilang indicators kaya nakasama na uli ngayong 2017,” Benitez added.

The SCFLG award is conferred by the Council for the Welfare of Children (CWC) chaired by the Department of Social Welfare and Development (DSWD) and the DILG as partner.

The award is based on the results of the mandatory Child-Friendly Local Governance Audit (CFLGA) which is conducted annually and covers all cities and municipalities throughout the country.

The program audit is designed to enhance the delivery of social services for children as the government aimed for Child-Friendly Philippines and consists of 12-point indicators to assess the overall performance of LGUs.

Top indicators include reduction in deaths among under five year-old children; reduction in children under six years old with below normal weights; percentage increase in day care/early learning center attendance (public and private); and completion rate for elementary schooling (public and private).

Other indicators include the absence or reduction of child labor or percentage reduction in child labor cases; percentage reduction in the number of children who are victims of violence, abuse, neglect, exploitation and trafficking;

Safety measures for children in the community and schools, extent of mainstreaming children’s rights to survival, development, protection and participation in the Core Development Agenda (CDA), presence of ordinance establishing Barangay Violence Against Women and their children (VAW/C) desks; Maternal/primary care services inclusion in the PhilHealth accreditation in its main health facility or rural health unit; local school board plan that is aligned with the school improvement plan and at least 70 percent completion of its Local School Board (LSB) plan.

Recipients of the SCFLG award are the cities of Trece Martires, Dasmariǹas, Tagaytay, General Trias, Imus, Bacoor and Cavite City, and the municipalities of Kawit, Indang, Magallanes, Rosario, Naic, Rosario, General Mariano Alvarez, Tanza, Alfonso, Amadeo, Silang, General Emilio Aguinaldo, Noveleta, Maragondon, Mendez and Ternate.
