Comelec opens bid for supplies, warehouse services for 2019 polls

MANILA — The Commission on Elections (Comelec) on Tuesday opened the bidding for the acquisition of supplies and warehousing services, among others for the May 2019 midterm polls.

In an invitation to bid released by the Comelec Special Bids and Awards Committee (SBAC), interested bidders have until Sept. 25 to submit their application for the deployment of equipment, peripherals, forms, supplies and paraphernalia and provision of warehousing services for the May 13, 2019 national and local elections.

The approved budget for the contract is PHP1,335,901,372.09.

“A complete set of bidding documents may be acquired by interested bidders on Sept. 4, 2018 to Sept. 25, 2018 (before the deadline of the submission of bids) from the address below and upon payment of a non-refundable fee for the bidding documents,” it said.

It will cover four lots. Lot 1 includes the Cordillera Administrative Region, Ilocos, Cagayan Valley, and Central Luzon with a budget of PHP226,108,387.39; while Lot 2 covers the National Capital Region, Calabarzon, Mimaropa and Bicol, with an allocation of PHP302,183,194.39.

Lot 3 covers Western, Central and Eastern Visayas, with an allocation of PHP308,053,315.54; while Lot 4 covers Zamboanga Peninsula, Northern Mindanao, Davao, Soccsksargen, Caraga and the Autonomous Region in Muslim Mindanao with a budget of PHP499,556,475.77.

“Bidders should have completed, within eight years from the date of submission and receipt of bids, a contract similar to the project.

The description of an eligible bidder is contained in the bidding documents, particularly, Section II, Instructions to Bidders,” the Comelec SBAC said.

A bidding document is worth PHP50,000 each.

Pre-bid conference is set on Sept. 11 at 10 a.m. at the EBAD Conference Room, 7th Floor, Palacio del Gobernador Bldg., General Luna corner Postigo streets, Intramuros, Manila while bid opening will be on Sept. 25, 10 a.m., at the same office.

“Bids will be opened in the presence of bidders’ representatives who choose to attend. Late bids shall not be accepted,” the Comelec SBAC said.

“The Comelec reserves the right to reject any bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 41 of Republic Act No. 9184 and it’s IRR (implementing rules and regulations), without thereby incurring any liability to the affected bidder or bidders,” it added. (Ferdinand Patinio/PNA)
