Customs exec, ex-councilman convicted of ethics raps

MANILA –– A Bureau of Customs executive and a former barangay councilor were convicted of ethics violation and fined for failing to file their respective sworn Statements of Assets, Liabilities and Net Worth (SALNs).

Jose Dimatulac, BOC Customs Operations Officer III, and former Councilman Saturnino Guanga of Mandaluyong City were found guilty of violating the Code of Conduct and Ethical Standards for Public Officials and Employees.

In separate cases, Dimatulac was found guilty of seven counts of violation of Section 8 of RA No. 6713 for failing to file his SALNs from 2005 to 2011, while Guanga was found guilty of five counts for not filing his SALNs from 2009 to 2013.

The Pasay City Metropolitan Trial Court (MTC) Branch 45 ordered Dimatulac to pay PHP14,000 in total fine, while the Mandaluyong City MTC Branch 60 ordered Guanga to pay PHP5,000.

During the course of their respective trials, Dimatulac and Guanga changed their “not guilty” plea to “guilty.” (Perfecto Raymundo, Jr./PNA)
