Davao region PNP chief reminds cops on proper ‘anti-tambay’ ops

DAVAO CITY–Police Regional Office-11 (PRO-11) Director Manuel Gaerlan has ordered all city, provincial and municipal police offices and other operating units to ensure the proper execution of “anti-tambay operations” in accordance with the law.

Chief Supt. Gaerlan, in a statement released Thursday, said all “anti-tambay” operations should be in adherence to the Police Operational Procedure.

“It is not far from our regular operations on OPLAN SITA and enforcement of Curfew hour and other enforcement of ordinances related to protection on night life activities in Davao Region,” Gaerlan reminded policemen.

Oplan Sita was implemented in 2010, based on the Letter of Instruction 63 under the Police Integrated Patrol System (PIPS), and directed all units to enhance crime prevention and solution. Oplan Sita has been one of the police interventions to deter and negate criminalities.

Gaerlan said the anti-tambay operation is aimed at deterring crimes especially during night time and protect the community from criminals.

“Dabawenyos are not new to this because they already knew the benefits and its good effect in the peace and order,” Gaerlan said.

Gaerlan said the implementation and enforcement of laws and local ordinances by policemen should be based on the PNP’s Community and Human Rights Based Policing, which calls for the respect of the rights of every individual, including loiterers.

Chief Insp. Milgrace Driz, PRO-11 spokesperson, said they have not received any complaint from the public so far on the police’s implementation of the anti-loitering rule.

Driz said the persons apprehended so far have committed local ordinance violations ranging from anti-smoking, anti-nuisance, sobriety law, drinking on the street, urinating in places not intended for urinal purpose, and other infractions relating to public order.

Driz said rescued minors were turned over to Social workers of Department of Social Welfare and Development (DSWD) for proper disposition.

Howerver, Driz warned policemen that appropriate punishment will be meted out against those who commit human rights violations .

Earlier, the Sangguniang Kabataan (SK) Federation in Davao City expressed its support to the implementation of ‘Oplan Sita’ of the PNP that targets “tambay” or idlers on the streets. (Armando Fenequito Jr/PNA)
