DOTr to grant original proponent status on Davao, Kalibo airport bids

MANILA — The Department of Transportation (DOTr) is set to grant original proponent status (OPS) on the proposals to expand, operate and manage the Davao and Kalibo International Airports.

This, as a resolution for the granting of the OPS to unsolicited proposals for both airports is now awaiting for the signature of the board of the Civil Aviation Authority of the Philippines (CAAP).

“Please note that both DOTr and CAAP have no technical objections on the unsolicited proposals. They were both presented to the CAAP Board for the grant of the Original Proponent Status (OPS). It is the CAAP Board that ultimately decides whether or not a proponent is given an OPS,” DOTr communications director Godess Hope Libiran said in a statement Thursday.

“We’re still waiting for one more signature from the CAAP Board for the grant of the OPS. Anytime we secure the one signature, we will be ready to grant the OPS,” she said.

Chelsea Logistics Holdings Corporation has submitted an unsolicited proposal worth PHP49 billion for the Davao airport while Mega-7 Construction Corporation has a PHP12-billion unsolicited proposal for the Kalibo airport – both having a 30-year concession period.

Once the proposals were granted OPS by the DOTr, these will be endorsed to the National Economic and Development Authority-Investment Coordination Committee (NEDA-ICC).

If approved by the NEDA, both proposals will undergo Swiss Challenge wherein other companies may submit their bid offers to match those being offered by the original proponents. (Aerol John Pateña/PNA)
