Eleazar orders review of PNPA policies following death of cadet

Philippine National Police (PNP) Chief Police Gen. Guillermo Eleazar directed the leadership of the PNP Academy (PNPA) to review the existing rules, regulations, and academic policies and make the necessary adjustments within the institution following the recent death of a cadet.

“I have already directed the Director, PNPA Police Maj. Gen Rhoderick Armamento, and Director, DHRDD (Directorate for Human Resources and Doctrine Development) Police Brig. Gen Arthur Bisnar, to conduct the necessary review and adjustments on the existing rules, regulations, and academic policies to further strengthen the moral foundation of our cadets in the PNPA,” Eleazar said.

An investigation is being conducted into the death of Cadet 3rd Class George Carl Magsayo. Earlier reports indicated that on Sept. 23, Magsayo’s upperclassman, Cadet Second Class Steve Ceasar Maingat, punched him at least five times, causing Magsayo to collapse. Magsayo was then rushed to the hospital but was pronounced dead on arrival.

“Gusto naming malaman kung saan pa kami nagkulang at gusto din naming maintindihan kung bakit sa kabila ng mahigpit na babala, ay nangyari ulit ito at naging dahilan pa nang pagkamatay ng isang kadete,” Eleazar said.

He assured the public, especially the parents of the police cadets, that the PNP will never promote the culture of hazing or any form of action that will inflict harm on the cadets inside the academy.

Eleazar said if this is not corrected, the erring cadets might also commit malpractices when they enter the police force, the Bureau of Jail Management and Penology (BJMP), or the Bureau of Fire Protection (BFP).

“Kasama ang inyong PNP sa hangarin na maalis ang kultura ng sakitan at bugbugan sa PNPA, dahil naniniwala kami na kung hindi ito maagapan ay madadala nila ang mali at mapanganib na kaisipang ito kapag pumasok na sila sa PNP, BJMP, at BFP at kalaunan ay maging problema pa ng mga organisasyong ito,” he said.

The PNPA has guaranteed that it is maintaining a strict ‘No To Hazing Policy’ in adherence to the values of respect for human life and rights which are inculcated among their cadets and personnel.

Meanwhile, Maingat is under the custody of the Silang Municipal Police Station pending further investigation into the matter. Appropriate charges will be filed against him. # (PNP) – jlo
