Fully vaccinated foreign nationals will be allowed entry into the country starting April 1 without the need of an Entry Exception Document (EED) as the government further eases travel protocols.
Deputy Presidential Spokesperson Kris Ablan said foreign nationals will only need to present valid proof of COVID-19 vaccination, negative RT-PCR test taken within 48 hours before departure, and travel insurance.

Based on Inter-Agency Task Force Resolution No. 165, an individual is considered fully vaccinated if they have received their second dose more than 14 days prior to the date and time of departure, and the vaccine has Emergency use authorization list or compassionate special permit or Emergency Use Listing of the World Health Organization.
“Once admitted into the country, these foreign nationals are no longer required to observe facility-based quarantine but shall self-monitor for any sign or symptom for seven days with the first day being the date of arrival. However, they are required to report to the local government unit of their destination should they manifest any symptoms,” Ablan said.
“Foreign nationals who fail to fully comply with the conditions and requisites shall be denied admission into the country and shall be subject to the appropriate exclusion proceedings,” he added.
In the same briefing, Health Undersecretary Maria Rosario Vergeire urged eligible individuals to get their booster shots for additional protection against COVID-19.
