GenTri exec bags CSC best technical paper award

GENERAL TRIAS CITY, Cavite – The Civil Service Commission (CSC) in Region IV-A awards its 2018 best Human Resources Management Practitioner (HRMP) to this city’s Human Resource Management Department head for his paper on the adoption of Strategic Human Resource in the Business Permit and Licensing System (BPLS).

In an interview with PNA on Tues, Dennise R. Columna, said his paper, entitled “Using Strategic HR in Improving the Business Permit and Licensing System,” proposes the adoption of Strategic HR in local government units (LGUs) specifically in BPLS, following Dr. David Ulrich’s HR model that is instrumental in reaching optimum results in the implementation of the organization’s business strategies.

Globally recognized, the transformational approach once implemented resulted in more employees engagement and better service delivery, particularly in the BPLS.

Columna, Doctorate Degree holder in the field of Business Administration from San Juan de Letran (Manila), admits this is the first time that he did a technical paper.

Although he bested three other entries, Columna doesn’t consider the award as a competition, but more of a bonus.

“What matters most is that I was able to prepare a technical paper and at the same time, had the chance to present it to more than 500 delegates from Calabarzon and Mimaropa,” Columna said.

Columna who started his career in public service as Clerk 1 and eventually rose from the ranks used to head the city’s BPLO before occupying his present post.

The award was given during the 25th Region 4 Annual Conference of the Human Resources Management Practitioners (CHRMP) held at Virginia Centurione Bracelli School, Odiongan, Romblon last May 23 and comes with a cash prize.
