MANILA — The government assured that everything would be accounted for as far as donations and allocations are concerned for the rebuilding and rehabilitation efforts of Marawi City.
Myles Rivera, Task Force Bangon Marawi Secretariat and Director of Community Development of Housing and Urban Development Coordinating Council, said in terms of financing, the government including Office of the Civil Defense (OCD), the Department of Finance (DOF) and the National Economic Development Authority (NEDA) are recording all of it.
“All donations that will be coming in are being recorded by OCD, together with DOF and we will be coming out with a report and of course NEDA is very much on top of monitoring the program implementation of all government agencies,” she said in a forum in Manila Monday morning.
“Another thing the Task Force is doing is we have regular meetings, regular reporting on the progress of each agency to make sure that all the programs are being implemented,” the HUDCC official added.
Rivera added that they are planning to put up a Project Monitoring Office (PMO) that would ensure that all the projects under the Bangon Marawi Comprehensive Rehabilitation Recovery Program (BMCRRP) would be implemented.
“What we also plan to do is to put up a project monitoring office (PMO) that would ensure that also the programs listed in the BMCRRP will be implemented rightfully on time and reported to President Rodrigo Duterte,” she said.
On the other hand, Rivera reported that the Task Force Bangon Marawi is now assessing the BMCRRP, to be submitted to the President for his approval.
“The Task Force Bangon Marawi is currently vetting the BMCRRP where all the programs, projects and activities to be implemented by the government from 2018 to 2022, at present it is undergoing vetting together with OCD, DOF and NEDA before it will be submitted to President Duterte,” she said.
At the same time, the Task Force Bangon Marawi official was asked on the percent as to the rehabilitation efforts of the government in the war-torn city.
“It is a continuing rehabilitation, I think for those who are outside the Most Affected Area (MAA), I think in terms of rehabilitation probably they are 60-70 percent because the government is providing them assistance. Those that have been left are the more than 11,000 families or households that are in the MAA, we haven’t started anything yet, we are waiting for clearing of the MAA,” Rivera stressed.
Out of the city’s 96 barangays, most residents from 72 barangays have already returned to their area of residences while those coming from the remaining 24 barangays from the totally damaged areas have yet to return to their homes since most of it have been destroyed.
“So I would say for those people who are not directly affected by the bombing, destroyed properties or most affected area, most them have returned to their normal lives,” she added.
