Ilocos Norte town streamlines biz registration process

LAOAG CITY — The local government unit (LGU) of Badoc in Ilocos Norte has adopted a unified form to simplify and fast-track the processing of business and non-business transactions in the municipality.

Approved on January 22, 2019 by town mayor Maximo Cajigal, Municipal Ordinance No. 10-009-2018 aims to streamline business registration process in Badoc town to encourage more businesses, particularly small enterprises and those in the informal economy, to register.

Cajigal said the passing of the ordinance is in compliance with President Rodrigo Duterte’s mandate to provide the public hassle-free business transactions with the government.

The ordinance was referred to the committee on ways and means at the Sangguniang Panlalawigan on Monday, through Provincial Board Member James Paul Nalupta, representing Badoc town.

“With streamlined processes in business applications and renewals, we hope to welcome new business applicants in our municipality,” he said.

Under the new guidelines, there shall be only one form issued by the Mayor’s Office which consolidates all information on a business registrant needed by the different local government departments, including the Bureau of Fire Protection.

Department of the Interior and Local Government records show that only 59.37 percent, or 900 LGUs nationwide, are compliant with the revised standards in processing business permits and licenses, one of the salient parts of Republic Act 11032.

Republic Act 11032, or Ease of Doing Business and Efficient Delivery of Government Services Act of 2018, seeks to make the process of establishing and running a business in the country more efficient and easier.

The law, which was signed by Duterte last May 28, 2018, amends the Anti-Red Tape Act of 2007.

The law mandates the adoption of a unified form in processing applications for business permits and renewals, the establishment of business one-stop shops, and automation of business permits and licensing system.
