Japan, PH sign exchange of notes for the establishment of a Rice Processing System in Isabela

On Oct. 16, 2025, Chargé d’affaires Ad Interim ONO Sho and Department of Foreign Affairs (DFA) Secretary Maria Theresa Lazaro signed and exchanged notes for the “Project for the Establishment of a Rice Processing System in Cauayan, Isabela Province.”

Also present during the ceremony were National Food Authority (NFA) Administrator Larry Lacson and Japan International Cooperation Agency (JICA) Philippines Chief Representative BABA Takashi. 

Under this initiative, the Government of Japan will extend grant assistance amounting to approximately 1.7 billion Japanese Yen. The project aims to enhance the agricultural capabilities of the country by reducing post-harvest losses, promoting a more efficient rice value chain. It also aims to support the NFA in fulfilling its mandate to maintain a sufficient buffer stock of rice. 

In his remarks, Chargé d’affaires Ad Interim Ono expressed his sincere hope that the project would make a substantial contribution to enhancing rice production and post-harvest infrastructure in the Philippines, ultimately delivering tangible benefits by securing the livelihoods of rice farmers and ensuring a stable and affordable supply for consumers. 

This project is a testament to the strong and enduring partnership between Japan and the Philippines. It also reflects Japan’s continued commitment to supporting sustainable agriculture development and food security in the country. (PR)
