MANILA — The joint forces of Tropical Depression Karding and “hanging habagat” (southwest monsoon) will bring rains over south Luzon and western Visayas on Wednesday, according to the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA).
Moving west at 10 kilometers per hour, “Karding” was last spotted 1,215 km east of Calayan, Cagayan.
It is packing maximum sustained winds of 55 kph and gustiness of up to 65 kph.
Weather specialist Loriedin De La Cruz said “Karding” is expected to exit the Philippine area of responsibility (PAR) by Friday.
It will not make landfall in any part of the country, she said, but added sea travel is risky, especially over the western seaboards of central and southern Luzon.
In its 4-p.m. weather bulletin on Tuesday, PAGASA said monsoon rains, with cloudy skies and thunderstorms, will also prevail over Zambales, Bataan, Cavite, Batangas, Palawan, Mindoro provinces, and western Visayas in the next 24 hours.
PAGASA cautioned of possible flooding and landslides due to scattered rains and thunderstorms in these areas.
Metro Manila, Bicol region, Mindanao, and the rest of Calabarzon, Mimaropa, Central Luzon, and Visayas can also expect partly cloudy to cloudy skies with isolated rains or thunderstorms.
The weather bureau also warned of possible flash floods and landslides caused by moderate to occasionally heavy rains or thunderstorms in these areas.
Other parts of Luzon are forecast to have partly cloudy to cloudy skies with isolated rain showers due to local thunderstorms.

Rough to very rough seaboards are also expected over the western section of central and southern Luzon, while other parts of central Luzon, southern Luzon, and Visayas will also have moderate to rough coastal waters.
Other areas will have slight to moderate seaboards.
PAGASA sees a temperature range of 14-34 degrees Celsius across the country until Saturday.
