Lizada insisted that based on a Zoom meeting, Bala herself gave the instruction to withhold information concerning the complaints and how this directive runs counter to CSC guidelines.
“Unang-una hindi po ‘yun false, ‘yun ho ay totoo (First of all, it is not false. It is true). The records will bare me out,” Lizada claimed.
“And that is why nakasulat po ako ng memo, nagre-react po ako na bakit hindi ‘yung message niya ay naka-reflect sa minutes. Sa mga protocols po, and mismong CSC Citizens’ Charter Amendment 2020 ay pumapayag po para mag-release po kami ng decisions and resolutions (And that is why I wrote a memo, reacting as to why her message was not reflected in the minutes. In the protocols and CSC Citizens’ Charter Amendment 2020, we are allowed to release decisions and resolutions),” she added.
Lizada is now investigating if there is a “pattern” between the regional and central office of PhilHealth regarding the delay on the processing of cases.
