Mabilis na proseso na pagkuha ng titulo ng lupa, inilunsad

 

Naglunsad ang Land Registration Authority ng bagong programang mas mapapabilis ang proseso ng pagkuha ng certified true copy ng titulo ng lupa at kung saan pwede na ring mapalitan mula pisikal at maging digital copy.

Ipinaliwanag sa isang panayam sa Bagong Pilipinas ni Deputy Administrator of Land Administration Authority Atty. Robert Leyretana ang ‘Title Upgrade Program’ ay ang paraan para sa mga manually issued title o lumang titulo ay pwedeng palitan ng digital copy na nakapasok na sakanilang database.

“Out of that 164 RDs registry offices nationwide 159 na yung computerized so lahat ng mga titulo ninyo numbering about 24.5 million of registered titles nationwide ipinasok namin sa database, nakaabang lang yan sa database pero when you get a certified true copy parang manually scanned title. Kaya itong Title Upgrade, iuupgrade naming sya into fully digital copy of your (land title), hindi na sya scanned lang,” linaw ni Leyretana.

Binigyang-diin ni Leyretana na hindi na kailangan pang makipag-transaksyon sa RD upang hanapin ang orihinal na kopya ng titulo na umaabot ng linggo dahil sa bagong programang ito ay mas mapapabilis na ang proseso dahil nasa database na ito.

“Before, you have the manually issued title pagdating mo sa RD hahanapin yan, the original copy on file with the RD kasi may physical copy involved. Ngayon since fully digital copy na sya wala nang physical copy nasa database na. So, if you get a transaction since wala nang physical copy to be retrieved in the RDs board mas mabilis yung transaction,” aniya.

“For example if you have a deed of sale transaction pag ang titulo mo ay fully digital it will only take you about 2 to 3 hours prior dati aabutin ka ng linggo,” dagdag pa nito.

Security Measures

Sa kabila naman ng mga suliranin na maaaring kaharapin kaugnay sa pag-hack o cyber threat ay sinisigurado ng ahensya na hindi maaapektuhan ang kanilang database dahil hindi ito konekatado sa web o isang Intranet system, na hindi accessible sa internet.

“The Land Registration System have already provided and adequately addressed the concern of possible hacking or any cyber threat this has been tested, hindi naapektuhan ang aming system, you know why I ask yung aming provider it has been explaining na itong aming system is an Intranet system in other words hindi sya konektado sa web, hindi sya web based, hindi ya accessible sa internet even sa aming ahensya kung sino lang ang authorized ang pwedeng maka-access sa system not every computers in the LRA and its registry station nationwide can access the system,” pagbibigay-diin nito.

“Yung aming database is very secured kung sa first server namin dun sa RD, meron kaming first line of defense, yung first level server it is backed up by another server sa LRA central office and then another back up is being maintained in a disaster recovery facility,” linaw ni Leyretana.

Sabi pa ni Leyretana, ang mga Owners Duplicate Copy na ibibigay sa mga registered owners ay hindi kailangang mabahala sa titulo na kanilang hawak dahil “ang mga papel na ito ay being printed by Banko Sentral ng Pilipinas and all of the possible threat risks have already been addressed by the BSP. In fact yung aming papel ay specialized paper coming from France ata, and then several features have been incorporated on those papers, the serial number, code of the RD, the intaglio border and among others.” | (Tina Joyce Laceda-PTV)
