Malaysian firm offers to build P122-B gov’t center in Clark

MANILA — Malaysian investment holding firm MTD Capital Bhd. has offered to build a government center in New Clark City in Central Luzon worth PHP121.8 billion.

Bases Conversion and Development Authority (BCDA) said Monday it received an unsolicited proposal from MTD Capital for the National Government Administrative Center (NGAC) in a 207-hectare area within the New Clark City.

BCDA said the NGAC will house satellite government offices but also major administrative offices of executive departments and agencies.

Under MTD Capital’s proposal, part of the NGAC is an extension office of Malacañang Palace.

The proposed government center outside Metro Manila is being eyed to host embassies, buildings as housing for government employees and for community centers, public schools, and international schools.

The NGAC will also have facilities such as sports facilities, government hospital, public library, and a central communications and security command center.

According to MTD Capital’s proposal, the company will provide financing of the project, technical and engineering expertise for construction as well as operations and maintenance of the government center.

“All of its components, salient features and terms shall be subject for thorough review, negotiations and approval of BCDA,” the government-owned and controlled corporation noted.

The BCDA is eyeing to develop 50 hectares of land for PHP17 billion for the first phase of NGAC in New Clark City.

New Clark City, formerly known as Clark Green City, is the flagship project of BCDA.

This largest land development of BCDA aims to decongest Metro Manila and create a well-planned and sustainable city in the country.

Meanwhile, moving out government administrative centers outside the capital city has been done in Malaysia and South Korea, with their government offices now located in Putrajaya and Sejong City, respectively. (PNA)
