NEDA Board OKs over P3-B civil service modernization project

As part of the government’s initiative to improve the human resource processes in the public sector and enhance service delivery, the National Economic and Development Authority (NEDA) Board has approved the P3.8-billion Philippine Civil Service Modernization (PCSM) Project under the Civil Service Commission (CSC).

In an interview on the Malacañang Insider on Thursday, NEDA Sec. Arsenio Balisacan said the PCSM Project focuses on streamlining and simplifying the human resource information systems of various government agencies.

The project will initially be implemented in 39 pilot government agencies in 2025 and will then be expanded to about 1,187 government agencies within the next decade.

“The public sector is almost like two million people, ’no, and they obviously make a lot of difference in the provisional services to our people. So, kung hindi maganda iyong… very inefficient iyong system as it is, as we are seeing now dahil iyong mga ahensiya hindi konektado, hindi digitalized iyong pag-handle ng pera o pag-fill up ng vacancies,” Balisacan said.

He said that the streamlining of civil service systems will also improve fund utilization and payroll management.

“Part of that project is to get that connection and so that funds can be handled properly and, you know, services are provided on time,” he continued.

According to the NEDA chief, the Board expects improvements in the quality of public services once the project is implemented as it also aligns with the objectives of the Philippine Development Plan 2023-2028.

“If our agencies are not able to provide the services demanded by our public timely, adequately, and properly, then you won’t expect our public to be happy with us, right? And you lose a lot of productivity and economic opportunities as well,” he said.

“So this improvement in the technological processes and human resource processes in the civil service as a result of this project will raise productivity and improve economic opportunities as a result because the public sector is able to respond to demands of our citizens,” he added. – iro
