New DHSUD chief Aliling to include horizontal housing in 4PH

Newly appointed Department of Human Settlements and Urban Development (DHSUD) Secretary Jose Ramon Aliling on Tuesday vowed to recalibrate the Pambansang Pabahay para sa Pilipino Housing (4PH) Program to include horizontal developments.

In a statement, Aliling said the move aims to attract more partners and expedite housing production.

“4PH will now include horizontal developments. We will prioritize the preparation of the 4PH guidelines for horizontal developments. In doing so, we can expect 4PH numbers to improve significantly,” he said.

The original 4PH was focused on vertical housing or multi-story and condominium-type housing projects. Horizontal developments, on the other hand, include subdivision-type housing projects.

Aliling called for alignment of efforts with the DHSUD’s key shelter agencies to ensure convergence of programs.

He also invited stakeholders, particularly private developers, to a monthly dialogue to synchronize policies towards streamlined processes in providing adequate housing.

Aliling vowed to exercise “zero tolerance” for corruption, which, he said, is “very important” to President Ferdinand R. Marcos Jr.

“Kilala niyo po ako, nakatrabaho niyo po ako bilang Usec. (undersecretary) ng isang taon. Zero tolerance po tayo sa corruption,” he said.

Marcos appointed Aliling as the new housing czar last week, replacing Jose Rizalino Acuzar, who was named Presidential Adviser for Pasig River Development.
