Non-index crimes make up large part of total crime volume: PNP

MANILA — Non-index crime cases made up a huge chunk of the Total Crime Volume (TCV) recorded in the first 10 months of 2017, the Philippine National Police (PNP) said Thursday.

This, according to the Crime Information Reporting and Analysis System (CIRAS) of the PNP Directorate for Investigation and Detective Management (DIDM).

Of the 452,204 total crime volume recorded from January to October this year, 357,639 incidents or 79.08 percent were non-index crime cases, while only 94,565 incidents or 20.91 percent were index crime cases.

PNP DIDM head, Director Augusto Marquez, Jr., said that a total of 139,292 cases of reckless imprudence resulting in damage to property, mostly arising from road and industrial accidents comprise 38.95 percent; and 65,838 cases of reckless imprudence resulting in physical injury representing 18.41 percent of the total number of non-index cases reported.

He added that non-index crime cases are not accurate indicators of the overall prevailing crime situation as it reflects the effectiveness of police operations in the enforcement of special laws, statutes and local ordinances.

Another 25.51 percent of non-index crime cases were 91,235 incidents of violation of special laws such as Republic Act 9262 (VAWC) – 19,593 cases; Republic Act 7610 (Child Abuse) – 14,592; Republic Act 9165 (Illegal Drugs) – 36,347; Republic Act 10591 (Illegal Firearms) – 4,838; Presidential Decree 705 (Illegal Logging) – 1,338; Republic Act 4135(Traffic Code) – 4,569; Republic Act 9344 (Juvenile Welfare Act) – 1,092; and Republic Act 9287 (Illegal Gambling) – 9,430.

Also included among the non-index crime cases reported from January to October 2017 were 56,020 incidents (15.66 percent) of other less serious criminal offenses such as acts of lasciviousness (3,277), alarm and scandal (8,386), direct assault (1,845), estafa (3,266), threats (4,084), malicious mischief (6,043), and unjust vexation (2,641).
