NTF on granular lockdowns: ‘It is perhaps our process of transitioning to a new normal’

The National Task Force (NTF) against COVID-19 said the implementation of the granular lockdown is possibly the country’s “process of transitioning to a new normal.”

In a Laging Handa public briefing on Monday (Sep. 6), NTF Spokesperson Ret. Gen. Restituto Padilla said the lockdowns will pave the way for the public to live with the virus considered as the new normal.

“So, it is perhaps our process of transitioning to a new normal na magbibigay ng daan how to live with the virus na ginagawa na rin ng ibang mga bansa. So hindi na natin pwedeng ilagay sa suspended animation ang buhay natin, ‘ika nga. Kinakailangan natin na makakuha tayo ng pagkakataon na mapayagan na mag-transition tayo dito sa tinatawag nating new normal. “

“Kaya living with the virus is happening to be or becoming to be the common agenda ng lahat ng mga bansa na nagnanais na gumalaw pa.”

The NTF said it is still waiting for additional guidelines on the implementation of the granular lockdown. Despite some areas implementing the lockdown, the NTF’s technical team is thoroughly reviewing the advantages of the implementation of a granular lockdown in Metro Manila.

“Unang-una, ang granular lockdown po ay actually pinatutupad na po natin sa mga ilang lugar on a selected basis. So, hindi po ito malawakan, pinipili lang po muna. Kaya itong panukala na ang i-implement ay granular lockdown, ganoon din ang mangyayari, hindi ito malawakan muna at pinag-aaralan pang mabuti ng ating technical team kung makakabuti ba o talagang makakatulong sa pagbaba ng kaso.”

Padilla explained that the lockdown aims to allow mobility in areas with low numbers of COVID-19 infections to help the economy while strict monitoring occurs in areas with high numbers of infections.

“Kasi ang atin pong objective ay payagan pong gumalaw ang ibang mga lugar na hindi naman po natin nakikitaan ng pagtaas ng kaso, sa pag-asa na makita natin na umusad iyong mga lugar na ito at matulungan iyong ekonomiya.”

The NTF spokesperson emphasized that the granular lockdowns are part of finding the balance between public health and the economy under the new normal.

According to him, some business establishments, religious gatherings, and other activities can be allowed to open gradually.

“Nakikita namin na magbibigay-daan ito sa gradual easing. Hindi naman sinasabing biglang bukas kaagad, so maaaring magbigay daan ito sa dahan-dahang pagbubukas ng mga negosyo, dahan-dahang pagbibigay ng pahintulot na magkaroon ng gathering po sa mga simbahan nang hindi po mabilisan o madamihang tao agad; paunti-unti lang,” he said.

“Pero ito po iyong pagbibigay-daan sa normalization na sinasabi natin at pinag-uusapan natin kanina.  At ang expected dito ay habang umuusad ang ating pagbabakuna, lumawak at gumaganda rin ang ating mga magiging pagbaba ng kaso dahil mas marami na pong nagiging protektado na mga kababayan natin,” he added.
