It is part of the Abot Kamay Ang Pagtulong (AKAP) program of the Department of Labor and Employment (DOLE).

According to DOLE’s guidelines, both documented and undocumented OFWs are qualified to receive PhP 10,000 each. The OFWs who cannot leave the country because of the ECQ will also receive aid.
