Over 4,000 DILG-BuB projects benefiting communities nationwide

Thousands of communities nationwide are now benefitting from the 4,058 completed projects under the Bottom-up Budgeting (BuB) program of the Department of the Interior and Local Government (DILG) since the program started in 2013.

The BuB Project aims to strengthen local communities’ participation in national budget formulation and budget implementation.

The DILG-BuB projects are administered by the Office of the Project Development Services (OPDS) and are being carried out by eligible LGUs.

Of the 4,058 completed DILG-BuB projects, 2,244 are under the potable water supply projects, 674 are under the local access roads, and 1,140 are under the other infrastructure projects like Disaster Risk Reduction Management (DRR) and non-DRR related projects.

The Department is also monitoring the progress of 919 ongoing projects, 425 projects on procurement stage, 281 with approved initial documents, and 63 on preparation of preliminary documents.

Since the DILG-BuB Projects vary in nature, the completion largely depends on the nature of the projects at hand. The preparation of initial documents usually takes 1-2 months, then another 1-2 months for the procurement process.

For DRR projects like rescue vehicles or rescue boats, the projects are consummated right after the procurement process. But for local roads, evacuation centers, or potable water supply projects, the actual project implementation could take 6 months to 2 years to complete depending on the project size.

Over P13B allocated for BuB

From 2013 to 2016, the Department has allocated a total P13.199 billion for the implementation of BuB projects.

Of this amount, P13.055 billion has been obligated to the DILG field offices and P11.054 billion has been released to the LGUs upon approval of their initial documents like Feasibility Study (FS), Detailed Engineering Design (DED), and Program of Works (POW).

The balance for the total fund allocation is for the remaining projects that are still in the preparation stage of initial documents and for the second tranche of big ticket projects that are ongoing implementation.

The Department also houses the BuB Project Management Office (PMO) which provides overall coordination to all other BuB implementing agencies. BuB is implemented by 12 national government agencies, including the DILG. ### DILG
