PA Palladium Balanced Scorecard Hall of Fame bid nears final stage

MANILA — The Philippine Army (PA)’s Palladium Balanced Scorecard Hall of Fame bid is now on its final stage.

“The Palladium Balanced Scorecard Hall of Fame is known as the highest standard for strategic performance management. It publicly recognizes organizations around the world that use the Kaplan-Norton Strategy Management in executing their strategies successfully,” PA spokesperson Lt. Col. Louie Villanueva said Monday.

Prior to launching this endeavor, the PA first accomplished the Performance Governance System (PGS) Pathway of the Institute for Solidarity in Asia (ISA), the local adaptation of the Palladium Balance Scorecard for the Army Transformation Roadmap (ATR).

The PGS has a four-stage certification process: Initiation, Compliance, Proficiency, and Institutionalization. The PA finished all these stages from September 2010 to October 2014, Villanueva added.

Similarly, the Army must undergo four stages in its bid to become a Palladium Balanced Scorecard Hall of Famer; it is through application, evaluation, validation, and awarding stages.

On Sept. 28, 2017, the Army had submitted its application for the Palladium Balanced Scorecard Hall of Fame bid which was later on accepted.

It was followed by the evaluation stage on Nov. 23 of the same year.

This year, David McMillan, the Director of the Palladium Balanced Scorecard Hall of Fame for Executing Strategy, was in the Philippines from Jan. 22 to 24 to validate the application for the PA.

The Philippine Army is still waiting for the final result of the bid, he added.

“The Army Palladium bid is in line with the Army Transformation Roadmap’s end goal to become a world class army that is a source of national pride by 2028. It is a way to ensure that the strategies laid out under the ATR are working and effective,” the PA spokesperson stressed.

“The Army has high expectation on the possibility of achieving the Hall of Fame after it was recognized as an Island of Good Governance and awarded the Island of Good Governance medal in 2015,” Villanueva added.

If the PA will be inducted in the Palladium Balanced Scorecard Hall of Fame for Strategy Execution, it will formally receive the award in the upcoming Palladium Positive Impact Summit 2018 on March 14 to 15, to be held in London, United Kingdom. (Priam Nepomuceno/ PNA)
